Currently, there is a tendency to decentralize the management of health resources. To this end, reforms have been undertaken in the organization of the health system, in order to ensure greater responsiveness on the part of services and professionals to the needs and aspirations of citizens.

Primary Care
In the national health service, the basis of health care is primary health care.
Primary Health Care, according to the universally accepted definition, is health care essential, based on practical, scientifically founded and socially acceptable methods and technologies, made available scope of all individuals and families in the community through their full stake and at a cost that the community and the country can contribute, in each and every one of the stages of its development with a spirit of self-responsibility and self-determination.
Community involvement
Citizens participate in the orientation and control of the functioning of the national health system, through local and regional management bodies.
