On November 3, the regional government of Murcia launched the channel so that citizens can anonymously alert about possible cases of illegal occupation of the municipality, immediately activating the action protocol against this type of illegal acts.
The Minister of Public Works and Infrastructure, José Ramón Díez de Revenga, explains that the whistleblowing channel alertokupa@carm.es places Murcia as "the first autonomous community to have specific regulations to deal with the illegal occupation of homes."
This tool guarantees the confidentiality of the identity of the complainant of an alleged case of illegal usurpation of real estate to prevent the citizen from being subject to retaliation and threats and thus guarantee their safety.
What is the procedure?
In the first instance, citizens who wish to carry out the occupation must write to the complaints channel and report in detail which home is occupied, providing complete information on the address and municipality in which said occupation is located. Next, the Autonomous Community of Murcia will send the complainant an acknowledgment of receipt of the notice, indicating that the complaint will be studied and that they will contact the affected party as soon as possible. In addition, you will be sent documentation to facilitate early detection of cases of occupation and recommendations and "good practices" to avoid being subject to this illegal practice.
From that moment on, the regional government will inform the security forces of the case so that they can evaluate it and provide a response within a short period of time to confirm whether it is an illegal occupation. In this case, an attempt will be made to locate the owner of the home to provide legal advice and try to expedite the recovery of the home.
The technical team of the Mortgage Mediation Service and Fight against the occupation of the Region of Murcia will evaluate whether the 'squatters' are affected by a situation of vulnerability and will immediately contact Cáritas, Columbares and Jesús Abandonado for access to social rental subsidies, which amount to 3.1 million contributed by the Autonomous Community and managed by these entities.
This implementation is part of the package of measures of the decree-law approved in the middle of last October to combat illegal occupation and which includes sanctions of up to 90,000 euros, security services mortgage mediation to avoid evictions, and measures so that supply companies can only register the legitimate owners of the homes and are obliged to notify in case of suspicions.
